Since entering the lottery industry in 1998, Dawid has become a recognized expert in the field of lottery and gaming, with an extensive background in international relations, senior management, compliance, security, auditing, arbitration, and forensic investigations. With over 25 years of experience in the lottery sector, both across the African continent and internationally, he has successfully overseen the rollout and management of lottery infrastructure and played a key role in preparing responses to Request for Proposals (RFPs) for lottery and gaming licenses. He has also led compliance audits in various jurisdictions and been involved in license negotiations with regulators across Africa.

Advocate Dawid Benjamin Muller earned his Baccalaureus Legum Civilium (1982) and Baccalaureus Legum (1984) from the University of Pretoria. He is admitted as an Advocate to the High Court of South Africa and Lesotho. He began his career as a senior police officer, bringing legal qualifications, litigation experience, and a background in international relations, police liaison, and criminal investigations to his work in the police service.

Dawid’s achievements include the successful deployment of lottery systems and infrastructure for South Africa’s first and second lottery licenses. He managed the transition of operations between lottery operators and contributed to the preparation of responses for all four of South Africa’s RFPs. Notably, in the fourth RFP, Dawid served as the bid manager.
From 2002 to 2022, Dawid was a member of the World Lottery Association’s Security and Risk Management Committee, and he played an integral role in drafting the first version of the World Lottery Association’s Security Control Standard (WLA-SCS) in 2002. A respected figure internationally, Dawid is recognized as both a security and legal expert, frequently contributing to workshops, seminars, and conferences organized by the World Lottery Association (WLA), as well as those in Europe, South America, and Africa, where he often delivers presentations and addresses attendees.
